What is the Expert Panel?

This is a valuable opportunity to use your knowledge and ideas to help Article 39 children’s rights charity.

Expert Panel members will:

  • Help build Article 39’s knowledge and understanding of what it’s like living in an institutional setting* as a child or young person.
  • Help Article 39 work out what’s needed to make sure every child who lives in an institutional setting has their rights respected.
  • Influence Article 39’s overall priorities as a children’s rights charity.
  • Learn more about running a children’s rights charity.
  • Work with other children and young people who are passionate about children’s rights, as well as the Article 39 team.

* An institutional setting is a home or another place where children and young people live together with adult carers or other staff. Institutional settings vary in size: two or three children and young people may live in a children’s home; a larger number may live in a mental health inpatient unit or a part of a prison; while hundreds of children and young people may attend the same boarding or residential special school.

Who can apply to join?

We have around 10 spaces on the Expert Panel. We are looking for members who:

  1. Are aged 26 or under.
  2. Have spent time as a child living in an institutional setting in England.
  3. Are passionate about children’s rights.
  4. Can commit to being on the Panel for a year – see our dates below.
  5. Are from different backgrounds and bring a variety of experiences.

You do not need to have done anything like this before, and you do not need to have particular qualifications or work experience.

Whether you are shy and quiet or bubbly and chatty – you are welcome to apply to join our Expert Panel. We always respect and value children and young people for who they are. We will be in touch with Expert Panel members individually before our first meeting, so we can make good plans for helping everyone feel included from the start.

IMPORTANT: Once we have received applications from a great mix of children and young people, we will close this invitation. So, if you are interested in applying, please be in touch quickly.

Being part of Article 39 means…

What would I do as an Expert Panel member?

The Expert Panel will come together online (using Zoom) four times a year.

At each Expert Panel meeting, Article 39’s team will seek advice on particular aspects of our charity’s current work and future priorities. Expert Panel members will receive information in advance so they have time to think over what we are asking and prepare what they would like to say to us. For example, in the Expert Panel’s first meeting in October, we will be seeking advice on how Article 39 helps young people to share their views and experiences with the media.

There will never be any pressure to speak about certain things in the meetings – what Expert Panel members contribute, and how they give us their advice, will be up to them.

The dates for the first four meetings are:

  • Monday 21st October 2024, 6pm-8pm
  • Monday 9th December 2024, 6pm-8pm
  • Monday 17th March 2025, 6pm-8pm
  • Monday 16th June 2025, 6pm-8pm

Please note: we’re also holding an Introduction to Article 39 online event on Tuesday 15th October 2024 6pm-7pm for Expert Panel members.

Don’t let these dates put you off if you think your availability may change. We can change dates, so they work for everyone. As well as the four main dates above, there may be other times the Expert Panel meets and works with Article 39. There will be plenty of notice for this, and these extra pieces of work will always be optional.

How would my time and expertise be acknowledged?

For every hour spent in meetings and other opportunities, Expert Panel members will receive a £20 gift card to acknowledge their time and expertise. This is our standard rate for anyone (children and adults) who works with us on an occasional basis. Article 39 has a selection of gift cards to choose from. If bank transfers are preferred, we will require a written request for payment and the Panel member will be responsible for paying their own National Insurance and income tax (we can explain this).

We also provide references for college and university or job applications that describe what children and young people have done with and for our charity.
