Blooming Change
Protecting children in mental health inpatient units.
Blooming Change is a group set up by Article 39 in 2021. Members of Blooming Change are children and young people who have experienced being detained in mental health inpatient units in England as children. We work together to make mental health inpatient units, and the laws and rules they follow, much better for all children and young people. We want them to be safe, respectful, and humane settings. Blooming Change is campaigning to make the Mental Health Bill (currently being scrutinised in the House of Lords) the best it can be for children and young people.

Blooming Change worked with the animation company Digital Finch to create the powerful video below.
Blooming Change is always working on something important, for example:
- Members of the group took part in our Fixing the Mental Health Act: young people’s advisory team, where they shared their thoughts and ideas with the last government on how the Mental Health Act 1983 should be improved (you can read the December 2023 report from this work here).
- The group designed and now delivers a training course for independent mental health advocates (IMHAs) called ‘Do you get me?‘. This course aims to help IMHAs be even better at listening and understanding children in mental health inpatient units, and protecting your rights.
- Members of the group presented at the 2023 children and young people’s mental health conference in Manchester to over 70 mental health professionals. The group delivered a presentation on the realities of life for a child in a mental health inpatient unit and what must change.
- Members of the group had their say on government guidance for hospitals on reducing restraint. Their accounts of restraint and segregation are published within the government’s guidance.
